система внешней торговли.
Таможенный статус и таможенные процедуры, определяющие порядок регистрации торговых потоков через границу и их учета внешнеторговой статистикой. В соответствии с рекомендациями ООН все товары, ввозимые в страну из-за границы или вывозимые из нее в другие государства, должны регистрироваться таможенными органами и соответственно учитываться внешнеторговой статистикой. Однако реализовать эти рекомендации на практике затруднительно, так как не все товары, ввозимые в страну, предназначены для использования или потребления этого государства, а товары, вывозимые с его территории, не обязательно находились в свободном обращении на внутреннем рынке. Для выявления вида системы внешней торговли большое практическое значение имеют разработанные совместными усилиями специалистов стран мира концепции, положенные в основу определения понятий: "товары для использования или потребления в импортирующей стране", "таможенные склады" (customs warehouse) /свободные зоны (free zones of external trade), открытые порты или склады", "предприятия для внутренней обработки импортной продукции".
